Until the Decentralisation Law of 1982, the Prefect was the appointed chief executive of local government in each department and region of France; since decentralisation, and the passing of powers and financial responsibilities to departmental and regional councils, the role of prefects has been greatly diminshed. Nonetheless, Prefects retain considerable powers in matters of public order, immigration, and emergencies. The prefect is also responsible for the organisation of territorial and national elections, and for ensuring that local authorities do not exceed their powers, but act within the framework of the law.
